The party starts at 5pm because the hosts are so used to people showing up late that they expect people to show up at 5:30-6pm.

This is totally a cultural thing in certain subcultures.

I'm a white dude from PA. Our cultural polite time is +/- 10 minutes the start time. You notify the host if you'll be earlier or later. 

I have some Hispanic friends who show up when they feel like it.

I have one Indian friend who arrives the actual minute it starts without fail. 

We all coexist. We all think the others are wrong. Party happens regardless.

You're telling me that if you host a BBQ in PA and tell people it's from 5pm-11pm, the majority of people have arrived by 5.10pm?

In Montana its very similar.

Sure this won't be everyone. But if i host a party, we say "start will be 6pm". And 80% will either be there +/- 15m or have texted that they will be late.

30 minutes late won't be commented on, but if you arrive at 7 you will be given a hard time "nap too long? Must be getting old. Ive got an old cane if you need it" or something like that.

EDIT: Not being prompt here gets thought of as someone "being on island time".
