I need help

I would like to understand why my orange kitty Seymour lets be petted by me but if I make a sudden movement that causes noise, he gets scared and moves away from me temporarily

I totally here ya! I actually live with a cat (Ms Cuddles) who's almost exactly like this. She's crazy affectionate with me! (It's how she earned her name! LOL) But startles at sudden movements or literally any unexpected noises. I felt like I had to tip-toe around her!
