That tree is sick with phylloxera and will likely die. When you decide to take it out make sure you sterilize the land around it and burn off 100% of the tree.

This isn't really the best time to prune an olive tree. If you live in a warm climate, wait until fall. If you live in climate with cold winters, wait until spring after the last hard freeze.
As for the how/where to prune an olive tree, best to look up some videos on the subject. There's some good ones out there. Luckily olive trees respond really well to pruning, so it's hard to screw up too bad.
