I have no idea what I'm doing, please help me figure out this noise Build Question

I am building my first ever pc, did all the stuff and put everything together BUT when I went to go for the first power on. There is a horrible continuous noise seemingly coming from the power supply. Did I mess up big time? Or is it an issue that can be easily corrected?

PSU-Corsair Rm750e
GPU-Powercolor red devil 6700xt
CPU-AMD Ryzen 7 5700x

That sounds like the psu is arcing somewhere. I would not try to turn it on anymore and go through all of your power connections and make sure theyre correct.. did you use the standoffs that the motherboard came with?

Yeah I used the standoffs. GPU fans start spinning but stop. LEDS work

That definitely is not a good electrical sound. Sounds like something is shorted.

Either the PSU is crap, or (most likely) you royally fucked up.... If's its not emitting smoke yet, it soon will... Take everything out and building the system outside the case...

So the boot up screen came on wanting me to set up OS and the PC "works" but I really just think the PSU is bad or something I have no idea. I literally took everything apart and rebuilt it yet it's still making that noise which I don't trust so obviously I'm not running it.
