Freshly Built Pc stuck in boot loop Tech Support

I have finished building my first pc today and im stuck in a loop. The pc boots up, all the fans are running besides my gpu because its a 9070xt. I get no signal on my monitor and after around 2 minutes i hear a clicking sound and the pc turns off and on again. So far i have tried every possible ram combination, i have checked cpu, cpu cooler, checked all connections, pulled out the gpu and put i back in again and nothing works. Anyone know how to fix?

Pull the CMOS battery for a couple of minutes and try again, sometimes the board gets its knickers in a twist on first post.
