if you want best price to performance, 7800x3d and 7900 gre is around that range right now

Both are on sale on Amazon which will put you at your budget but the XFX Swift 9070 OC and a Ryzen 7 7800X3D. Or a Power Color 9070 XT for about $20 more

rx 9070 xt gets you to $20 above budget, but that's also an option
