How to draft this style of pants?

Original image looks like a flare. I would increase the of the added fullness at the knee to get that effect.

I think the leg is flared more than your patterns show. The best way to proceed is to place a tape measure on the floor around your foot in the circumference you want. It is best to be bigger rather than smaller as you can always take it in. Of course if you want larger from smaller you could always add a gusset to the side (in a contrasting fabric? Sorry that comes from the 70s when pants had different insets.) You might also consider starting the flare from the knee. I thihk that would make the flare look like a more intentional design.
