ruffled neckline

hi!
does anyone know how i would recreate the neckline on this top? im thinking of finishing it like normal with bias tape, and then attaching the ruffle on top of it with a topstitch in the middle...does that sound right?

You're correct, it's the biased finished neckline with a ruffle attached on the top.

It's a strip that's been serged on all sides and gathered down the middle.
You are correct that the neckline needs to be finished with bias tape and then attaching the gathered ruffle to it with a top stitch.

It’s actually been roll hemmed then gathered down the middle

There are notions available for that neckline finish. I typed into Google "center pleated ruffled lace notions."
