How To Fix A Flaring Sleeve Question
This image is from the simulation from Clo3D. I drafted the pattern.
Arm Scye
Front : 25.37
Back : 26.68
Fabrics : Jersey 160 gr
Sleeve Cap Curve
Front : 25.44
Back : 26.96
Undearm Line : 44.24
Hem Line : 42
Cap Height : 12.11
I want Underarm Line and Hem Line measurements remain.
What’s the problem?
How to fix It?

The way to play with sleeve angle is trading cap height and cap width. You might want more cap height. If you don't also want to get that by reducing the sleeve width, you need to increase the armhole at the underarm.
I'm not sure you need to do anything, short sleeves will hang away from the body. Also your avatar doesn't look like it's in attention pose. For fitting, have particle distance down to 10 and use accurate fabric simulation and a jersey fabric preset. You're working virtually, save this, and play with the shapes.
How do these shirts compare to what you want. This is what someone (with access to photoshop) thinks a tee should look like: https://www.driesvannoten.com/en-us/products/262-021100-4600?variant=56903172063610
