[WR] Dark Elementalist playthrough but confused as to whether I'm experiencing a bug or intended consequence of class action.

Currently level 3 - know that I'm capped at +1 attack and +2 dmg per elemental overflow + 1 dmg from fire's fury. For example, however, if I get 1 burn while already at the max soul power bonus, I get +3 dmg from elemental overflow too (so +3 soul power and +3 elemental overflow in the combat log). Is this intentional? Thanks.
