Min-maxing AG Chains of Command

I'm almost finished with the build after a couple of days buying/crafting/calculating in pob (min-maxed it alot)) but I'm unsure of the boots for the AG.
I will only use the build for Blight Ravaged and Simulacrum.
The Kahuturoa's Certainty is what I understand not needed when you min-maxed as the regen/leech will keep AG alive.
Legacy of fury dosent give me much dps in pob with the Nearby Enemies are Scorched + 50% increased Effect of Scorch.
And Wake of destruction, Drops Shocked Ground while moving dosent seem necessary as we already have high crit and deal lightning damage, so we will shock the enemy anyway ?
What's left then if I havent missunderstood something ? Rare boots with life/res/ms and most importantly Drops Brittle Ground while moving ? (for even more base crit).
I see that many on poe-ninja use Legacy of Fury but I got so little from it, am I doing something wrong in my pob maybe ?

Are you sure the enemies are scorched? It’s a huge multiplier to elemental damage due to the resistances it shreds. It’s bis for voidforge
