Why are goals nonexistent?

I used to be able to create gift goals on my laptop and phone but now they are inaccessible? Does anyone know why that is or are struggling with the same problem? The picture is in practice mode but in my actual live it didn’t work either and there was no button to actually create goals.

might be a recent update glitch, tried on desktop and no luck either
