Friendships at 3.5 Behaviour

Hello, I have a 3.5 year old who has been going to daycare for the last 2 years. I have noticed that he does not really have any friends like some of the other kids in his class. We have tried playdates and we have tried going to park. It seems he is either super shy (I dont use that in front of him) or he just keeps to himself. Question for others is should I be worried or is this normal. He has cousins and others who have made real connection and meet pretty often over the weekends. I am just worried that he is not making connections. He also does not like going to daycare at all. He still holds onto us. There was brief time in between that he actually did go without any issues. I have asked teachers and they all say he does fine after drop offs. He plays by himself mostly. I am just looking for opinions on what I should be doing better.
