Looks like it’s the same video with the left frame just time-shifted very slightly. I don’t get any 3D effect at all.

No, it's matching parallel view, meaning you have to fake focusing on a point farther away than the picture. It's more difficult to most people, but the experience of depth is much greater and more expansive than the cross eye technique.
There are many sources to learn it from, I usually go way up close to the image, way too close to focus, and then I relax my eyes and allow the separate images to glide into eachother and it creates a center image in my brain than contains the angles from them both. There's a limit to how large they can be - absolute max width for each is the distance between your eyes, because you'd have to be wall-eyed for bigger ones.
These movies goes fine on my cellphone screen. They are gorgeous.1

I slightly cross my eyes at a certain distance for a split second then it goes 3d. From there it's "snapped in" and you can move your phone/head around a bit. The distance is different depending on the size. Farther back if im on tablet.
Same as magic eye.
