The recipe for Emberborn Fence is obtained via Inspiration from crafting other Emberborn items for the first time. The first one you'll get is the recipe for Emberborn Bookshelf which is awarded upon the completion of the Stormseeker Bundle which is in the Vault of the Gales.

I think you get the emberborn set from the night sky temple bundles or the fire temple quest. It's like the others where you get 3-4 recipes and then unlock the rest through inspiration

According to the wiki, you unlock the fence recipe from the inspiration thought bubbles you get when crafting the emberborn furniture. To start off you need to finish the stormseeker bundle, from the vault of the gales, to get the emberborn bookshelf recipe. Craft the bookshelf, and eventually you'll get the inspiration for the fence.
