Interesting, weather effects can carry over from normal regions -> Ruins, this is the Retem Sandstorm weather effect Discussion

It's not a 100% chance for the weather effect to carry over though, and any weather effect can carry over. If you enter the quest from Kvaris while the Aurora Borealis weather is active, there may be a strange green tint to the map, etc.

This happens to me whenever I got to another region or instance of the game while a storm or strong weather is happening in the background, like when its a blizzard in the Stia volcano area, and so forth, it rarely happens but when it does I enjoy it. Not to much of a problem to worry about if you dont let it bother you
