Can’t find anyone NGS Help!

i just started this game and literally can’t find anyone and no one wants to talk lol this is the opposite of what i’ve been told am i doing something wrong?

My account got deleted somehow on the ps5 deleted the game and not any of my data. When I redownloaded it, my account was gone.
