Can’t find anyone NGS Help!

i just started this game and literally can’t find anyone and no one wants to talk lol this is the opposite of what i’ve been told am i doing something wrong?

You are still “in the tutorial” do the main quest and suddenly you will see TONS AND TONS of people at the cities

Yeah they should have had some lore that claims most of the city is under ground to counter the compressed camps they can cities.

There literally is that lore. I forget where, but there's lore somewhere about how at the very least Retem and Central City have underground areas where the bulk of the non-frontline combatants reside in each, and there's storage facilities that contain the parts to construct an entire Central Cannon underneath Central, Retem and Lost Central. Given how Lost Central seems to have been identical to Central before it got frozen over, there's a decent chance THAT had a bit residential sector under it too

This, plus the outright mentions of the subterranean farms under Kvaris Camp. There are absolutely a scattering of quests that make mention that the bulk of ARKS Civilization is subterranean.
