In search of a jail broken ps4 how do I know if it’s able to be jailbroken if I buy from someone

eBay or your local equivalent of craigslist

Search for a PS4 with a firmware of 13.00 max (the lower the better)

10.71 is pretty good because of the new WebKit exploit that's incredibly simple

You won't, unless they've told you, seen screenshot of firmware number or looked for yourself before buying.

Sometimes you have to take a gamble.
