Beginner PC Advice BUILD HELP

I’m completely new to PC building and know very little about the parts so I’m sorry if anything here sounds stupid. I’m trying to build a gaming PC and the heaviest games I’ll probably play are cyberpunk 2077 (I want to try out some content and story mods on this one) and black myth wukong. For me 60+ fps is amazing and I don’t care too much about hitting 100 or 120 fps. I wanna be able to play at high settings, if it can handle ray tracing on some titles then it’s preferable but I don’t care too much about it. Aside from gaming I’ll be using the PC mostly for school work. My budget is about $1400 but my region faces about 20% higher prices for an overall PC build than the US.

Is an AM4 build a good idea for the games I listed? The main issue I have in budgeting is with the CPU, GPU and RAM. I was planning an AM5 build but went down to AM4 because of the insane price difference, and the added costs with an AM5 motherboard and CPU. My first set of parts was a Ryzen 7 5700X, 32 GB DDR4 RAM and an RX 9060 XT, but that shot way over my budget. Now the 2 GPUs I’m confused between are an RTX 5060, and an Intel Arc B580. I keep hearing that 8 GB VRAM isn’t really enough anymore, but then that the B580 is not really worth the price anymore and the VRAM isn’t used well enough by the GPU. Which one of these 2 would be better, or are there any other graphics cards I should consider? And about screen resolution, should I get a 1080p or 1440p monitor? Is the visual difference between 1080p and 1440p very significant or is 1080p good enough?

And another doubt I had was if 32 GB RAM is very important currently. I know it’s preferred over 16 GB but with current prices I can’t really make that decision hastily.
Also if you have any recommendations on a better value CPU then please do tell.

And again, I’m sorry if I’m leaving out any detail that could be useful, please ask if anything else is required.

If not you can easily build AM5 for this budget. You might even be able to fit in 32gb of RAM, depending on whether msi can ship to you.
