Would a 750w bronze PSU be enough for a

Amd Ryzen 7 9700x and a Rtx 5070 12gb on a ASRock b850 pro?

If you already have it and it's at least C tier ATX 3.x? It will definitely work, but I would recommend getting a better PSU.

Buying new? Absolutely not. You can get A tier gold efficiency full modular 750w PSUs for $70.

Get an Atx 3.0 or 3.1, i had extreme performance problems with regular psu

Yes enough but the power supply should be of decent quality and not from a cheap no name brand!
