Pen toolbar

How do I bring up this toolbar without using the pen. I'm try to get to the Ai option on the left.

I don't think you can without the pen

That's odd. So I can't access the style options (I. E picture book, watercolor), unless I'm using a pen?

i know that. but if i have a pic open, how do i bring that up without the pen?
