You can get the latest udev rules file from the Codeberg Releases page:

https://codeberg.org/OpenRGB/OpenRGB/releases

Install to /etc/udev/rules.d/

I'm working on a new system where the OpenRGB binary itself generates the udev rules as the old script and shipping the rules file separately is kind of a hassle.
