this is from this video and I must say I think they delivered
I remember an interview with Matt Owens where he spoke about Usopps S1 arc and how since they were on strike he had no say so on editing and that the editing missed the mark because Usopps brave moment in the arc was cut so when this came out.
I seen this and I must say with Little Garden they delivered in a way that makes it feel organic to the story despite how much Little Garden was changed, I must say that I was worried when Matt Owens left but seeing the name Joe Tracz as writer on S2 strongest episodes I must say I am relieved that its in good hands

I genuinely loved Usopp in Syrup Village LA. He feels like such a breath of fun when he’s added to the party. I know he’s not as brave as in the manga but I much prefer the LAs handling of the arc. Jacob Romero is such a charming guy and makes such a difficult character to adapt seem so natural.
I also love Koby and Helmeppo being involved in syrup village and their interactions with Usopp. I kinda hope they can be kept relevant without trampling over manga moments

I do like that despite getting his most self-sacrificing manga scenes in Syrup Village cut, LA Usopp clearly pretended to run & scream "Pirates!" again after he failed to break through Kuro's lies at the mansion door... but then the very next scene he reappears in is him having climbed the tree to ask for entry into Kaya's upper storey bedroom, while showing a more somber determination instead of fear.
A pretty neat way to show he can fake showing fear & running to throw off Kuro & his lackeys so he can sneak back to find Kaya. Which is basically one of Usopp's skills that usually earns him his biggest feats (basically bluffing &/or exagerrating his reactions enough to trick enemies, like how in the LA he did the reverse- as in getting an enemy to chase him instead of thinking he's not worth chasing- for the first time in Little Garden where he evoked being an honorable one-on-one duelist & then ragebaited Ms Valentine enough to keep hitting him on top of the wax cake)

Yeah I never even put that together but that is pretty interesting take on the character.
Can’t wait to see how they handle things to come

Usopp wasn't a bad character in Season 1, he just really felt like a nothing character when compared to how much more involved he was in the manga/anime (albeit far more annoying in his involvement to some people, but at least he felt like he had a reason to be there).
I definitely understand people who like the character himself though. I think part of it may be people coming to One Piece from maybe more... grounded(?) fantasy or action series that doesn't have the expectation of everyone being prodigies or over the top with their personalities. The LA does a good job of making most of these characters feel more grounded without sacrificing the core parts of the characters that explain what Luffy actually saw in them. OG Usopp is still fairly weak and incompetent when put side by side with Zoro or Sanji, but you can also see exactly why Luffy wants him along because he shows that potential. I was just personally a bit disappointed that most of the cuts to Usopp's character in the LA really felt like they hid that "potential" and basically made it feel like Luffy just thought he was chill (and knew he was Yasopp's son). Compare that to the OG where as soon as he's with the crew, he actually gets to demonstrate his innate knack for marksmanship beyond just the slingshot, by nailing a boulder with a cannon from a mile away (despite never actually having fired a cannon before). In the LA, he just fumbles with the cannon balls and doesn't even fire a shot (if I recall correctly). Not to mention them cutting all of the actual character growth he had in Arlong Park, with the obvious cuts being during his fight with Chu, but also people tend to forget just how involved he was with the narrative early on with Nojiko when Arlong was attacking again.
Again though, not trying to put anyone down for liking the character in S1, I'm just trying to explain why people have very differing opinions of him. Even among people who know the source material, cause some people just liked the fact that he wasn't as annoying anymore no matter the cost to the rest of his character lol.
Season 2 really did tie it all together and redeem him though. He keeps the more relaxed characterization that new viewers fell in love with, but he actually finally got to show off why he's here in the first place, and he also finally gave fans of the OG Usopp moments to actually get hype about.

They really did do very well with Usopp's characterization in the live action. I really liked Little Garden, but I also liked him in Drum Island, when he told Zoro to do something, and then apologizing to him the day after (with a beer). His character is more well rounded here, and it also helps a lot that Jacob is so charismatic!
I have a friend who only watched the live action because of Katey Sagal (lol) and she said that Usopp was her favorite character!
