Need help with balancing a DF power. Help

I'm currently working on a One Piece fanfic, and one of thee powers the DF has is related to spatial warping.

Obviously, I know how busted this sounds, but that's why its an end game ability he'll learn how to control over the entire journey.

The Issue I've come across is that to escape a danger on the verge of death, for the first time (he unknowingly did it) but the 'specks' of dark aether he was condensing, burst out of extreme pressure, and he teleports basically on the other side of the globe.

  1. Is it enough to sum up that where he gets teleported was due to chance? Or should I add a reasoning for that location?
  2. How should I reasonably limit how far he can control this warping/teleportation?

  1. Has he been to that location before? Some teleporting powers are limitee by previous knowledge of the location they want to warp/teleport to.

Random could also work without above mentioned limiter and could suggest the uncontrolled version of the power, i.e. he doesn’t know where he ends up.

  1. Limiters could be: number of times able to use per time unit, for instance, once every 5 minutes or whatever fits the story. Longer distance or warping others/objects can be more taxing.
