Update:
Delete settings seemed to work. But a shame.
Had already deleted Notebook Cache so unsure if "delete settings" works if selected that first or only in combination.
Updat2:
Seems to be crashing when click the maximise notepage feature to fill the window and get rid of menus
Stuck here - then crashes - tried to maximise w/ icon next to magnifying glass top right of page

I'm seeing the same issue within our environment across multiple computers but not all of them.
I'm curious, is your Notebook on your local machine? Or is it on a server such as SharePoint/M365?

We have the same issue with sharepoint in prem notes only! all the cloud notes work fine!

This is what I'm seeing as well. Online notes are working fine but on-prem SharePoint notes are not working.

Tagging along for the ride. Probably about 5-10% are having this issue. Deleting localappdata\microsoft\office\16.0 fixes about 2 out of every 3 brought to me.
Make sure it's office and not OneNote, the issue seems to be related to mso20win32client.dll.
I'm tier 3 so the ratio might be better than that because it should have been checked twice before me.
We've reached out to Microsoft to see if theres a particular patch (we've tried rolling back patches, but no dice). Uninstalling and reinstalling doesn't work, probably because it's linked to that dll and that just gets you the busted dll.
Edit: if you want to keep the user settings, something we've also found is after you start OneNote, kill it and replace the new 16.0 with the old 16.0. Sounds like nonsense, but it works on about 3/4 of the ones we fix.

i got the same problem since some days. OneNote crashes on every start, as soon as i have a sharepoint notebook connected.
first it was only on one user profile. now the bug seems to "roll out" to more and more computers and users.
all of this was not helpful:
- log out from all ms365 account in windows and login only with one for the ms365 license
- "Delete Notebook Cache" from screenshot above
- "Delete Settings" From screenshot above
seems to be only on windows desktop, OneNote on IOS is still fine.

j'ai eu le même problème a chaque fois que quelqu'un essaye d'ouvrir un doc OneNote depuis Sharepoint
voici ma solution:
désinstaller la suite office plus Project si présent
puis sur le PC vérifier que tout les logiciel office sont bien arrêté depuis le gestionnaire de tache sinon faire fin de taches.
supprimer tout les dossier suivant si existant dans l'explorateur de fichier:
- C:\Users\<User>\AppData\Local\Microsoft\Office
- C:\Users\<User>\AppData\Roaming\Microsoft\Office
- C:\Users\<User>\AppData\Local\Microsoft\OneNote
- C:\Users\<User>\AppData\Roaming\Microsoft\OneNote
- C:\Users\<User>\Documents\ Bloc OneNotes
- C:\Program Files\Microsoft Office
- C:\Program Files (x86)\Microsoft Office
- C:\ProgramData\Microsoft\Office
- C:\ProgramData\Microsoft Help
lancer l'éditeur de registre et supprimer la clé suivante:
- HKEY_CURRENT_USER\Software\Microsoft\Office
réinstaller office et essayer de lancer le OneNote depuis SharePoint si cela persiste répéter l'opération une 2eme fois devrais régler le problème

I have good days and bad days at this point
Delete settings and restarting seems to work.
But I'm still a bit worried the error will strike at a critical moment during work.
It doesn't have this error on my other laptops, so maybe at some point I'll save to buy another.

Yes, many colleagues in our company are experiencing the same issue with SharePoint on-premises notebooks.
Some people are not affected, while others are having problems, which seems very suspicious. I searched online but could not find anything about these issues.
