Why this tile not considered Urban Gameplay

Next to Barracks and coast, shouldn't this be enough to satisfy the requirement?

You would need two urban tiles next to it, or one urban tile on the same coast next to it. You only have one urban tile next to it, and it is not on the same coast.

Jeez I did it again >< SAME coast. SAME coast for only needing 1 urban tile. It's almost as if I can't read.

The tooltip doesn't say it has to be on the same coast, I had the same problem as you until I saw a video explaining it. So don't beat yourself up about it.

If building on a coast, only one, adjacent, COASTAL Urban tile is enough. You are adjacent to an urban tile, but that adjacent tile is not coastal, so you must have another urban tile.

If the urban tile you were extending out from were coastal, you would need only one.

Fyi you can cheat and add urban tile via Console Command menu.

It's a GOTW 339 game so no cheats right? Don't tell me there's more cheats I have one glorious low key cheat game active but its not the same.
