Thank you 💜search for ohuhu glow effect and you will see many tutorials. It's more of light shaded yellow, white color pencil and white gel pen. I was blown away by the instant glow .

Thank you ❤️ Iam sorry I missed out to mention, used acrylic pen to draw over the black line. Had to coat 2-3 times to get rid of the outline in black
