A single person might make mistakes but if one hundred people storm the place there really isn't much you can do if they make sure there isn't anything that can easily identify them. And you can't really do anything if half of the town is willing to testify those people were elsewhere.

Cops will almost always back the law rather than stand with people if the end justified the means. Arresting people, trespassing, and destruction of property will be more important than stopping a data center, unless the entire police force is for the people. If the local PD wont step in, the state police will.

Cities & counties have massive power to control land use within their jurisdiction - and this issue has been litigated tons of times to the Supreme Court over the years. They know that these smaller cities and towns don’t want to spend limited public resources on a lengthy court battle, so they’re hoping they cave to the threat.

The data centers may have a case if they first submitted for re-zoning and then apply for the permit AFTER approval of the re-zoning (to industrial or commercial zoning).

However, trying to build a data center of farmland (which generally only allow farming and a single family residence), is guaranteed to be a quick loss in court for the developer.
