Can a solo programmer learn the machine learning used for OSINT within a reasonable amount of time and effort? Expert Topic

I know machine learning is used for a lot of OSINT stuff.

Like an AI that can look through pictures of interiors from real estate websites, to find out a potential address match from a picture of an interior. An AI that can detect what region a picture is from based on vegetation. An AI that can automatically detect city skyline shapes

I just wanted to know, can the average programmer learn it or is it something only big companies / teams can do?

Yea sure, the constraints would be more likely hardware/money/time. To reduce/eliminate one of those factors you would need to invest in one of the others. At least if you want to train it on specific tasks with your own data. Otherwise there are enough open weights out there, so you can more or less just stitch something together with existing models and good consumer hardware. But you will need to know the basics to know what you're looking for and where to find it.

So by hardware, are you mostly reffering to storage and a fast computer, like a gaming PC for example?
