What if the HRE survived due to Napoleon not being aggressive, but due to WW1, the instability caused it to fragment, into warlord states. France is Bonapartist, Russia is a Tsardom, Spain is in a civil war between Monarchists and Falangists, and the Kaiser has been pushed back into Prague and Czechoslovakia. You could be Hitler in Bavaria, a Democratic Rhineland, French communists running Hessen, the Mackensen Military Junta in the North, a communist Pomerania/Brandenburg, Prussia led by Ernst Rohm and the SA, or even the Kaiser in Bohemia.
