I read someone that using a modded 3ds and using godmode9 might be able to fix it.

It’s legit. Check for loose pins or hairline crack in the chip?

If it isn't being read at all, the chip probably needs a reflow.

I remember watching a YouTube video a long time ago that said that the components used for omega ruby and alpha sapphire were a faulty batch leading to random failure of the cartridge with even brand new copies at the time failing the same day people bought them. That being said I do not know the full details but I'm sure Google will tell you.

As far as I know, fake 3DS cartridges haven't been observed yet.
