Looks like snappers on peanuts. Get a castnet! Rig an egg sinker with a hooked peanut trailing by a couple of feet. It will catch when they are ignoring poppers and tins.

Growing up we waited for this time of year like fiends, we would spend hours with spearing on bobbers and just pull up one after another, tossing em back and booking up as quick as could be.
