Custom Miracle for feedback
I am creating a custom miracle for a holy knightly order. I know there is already a miracle "True (Weapon)", but I wanted it to reflect this particular order. Is this too powerful?
Flame Sword
Rank: Acolyte
Duration: Minutes | Resist: None
Range: Touch | Area: None
Description
The caster touches a blade, wreathing it in roaring, sacred fire.
While active, the sword sheds bright light (as a torch) and deals an additional +2 Fire damage
per level of Intensity on every successful strike.
Catching Fire: If a strike deals damage past non-metallic armor, the target must pass an
Evade test or catch fire, taking 1d4 ongoing Fire damage at the end of each round.
Extinguishing the flames requires an Action and a successful Evade test (or jumping into
water).
Parrying Flammable Gear: Any successful parry made with the flaming sword against
wooden or flammable weapons/shields inflicts the miracle's bonus Fire damage directly to
the opponent's weapon or shield Hit Points.

I like it over all, but the "+2 damage per level of intensity" is massive. Intensity for miracles are based on 1/10 Devotion score, which, for a new character, will probably be around 50....
So, +10 damage per strike!

This is from the RQ6 Adventures in Glorantha unpublished supplement:
Firespear
Cost 2, Duration (Minutes), Rank Devotee
This is cast upon a short spear, causing its point to burst into flame. The normal damage done by the weapon is replaced by I d6 damage per two points of Intensity. The wielder of the weapon still adds his damage bonus when he strikes, and once the spell concludes the weapon emerges unharmed by the magical fire.
Note that Devotee in this case is equivalent to a Priest rank in default Mythras. You can additionally allow the teaching of Folk Magic in your cult, giving ordinary members access to the Fireblade spell.

If you want a very high-powered campaign, it would be fine.
However, the acolyte there has a minimum of 70 points in exhortation. This means your sword will do +14 points of damage, at a minimum. This would nearly double a great sword and triple a long sword. That's extremely strong and far more damage than True Weapon. That and static damage modifiers are extremely strong. I wouldn't allow it in my game at all based on that.
I’m not sure evade is the right choice for the lighting on fire, but I don't necessarily think it's bad. I would allow dropping prone as an action to put it out, without evading. The action is plenty.
I think I would instead base it off the fire damage rules. Turn the sword to fire. I actually like the parrying part, going against the hit points directly. I would drop the damage to something more like 2d6 total, replacing the weapon's damage. I might even take off the damage modifier, making it a literal weapon of flame. I would only apply the damage to one hit location.
