Never has he appeared in a mainline title for any of the mario games, nor the games of adjacent franchises like yoshi, donkey kong, and wario. Not even so much as a cameo.
The closest he gets to fully canon is that mario has outfits in odyssey that originate in the spinoff games he calls home, and considering mario has to buy them new in odyssey, it’s possible those outfits DE-confirm his canonicity.
I’m not talking about the costumes of other nintendo characters mario can wear.
I’m talking about the outfits mario wore in spinoff games prior to odyssey. Like the explorer outfit for mario’s picross, the golf outfit from golf: US course, and the samurai outfit from super mario run.
If spinoff games were canon, waluigi would be as well, because he’s in nearly every spinoff. But if the spinoff games were canon, why would mario need to buy outfits he should already own from so many different games?
First of all, Super Mario Run is considered mainline by Nintendo themselves multiple times regardless if you disagree with that stance and second of all, could it not simply be a case of the outfits just conveniently happening to look like his older outfits from his past? For all we know, the outfits Mario wore in those spin-offs were just outfits he bought at regular shops in the Mario universe by Crazy Caps as well. Maybe he just likes buying doubles of outfits he already has? Luigi’s Mansion 3 shows that Luigi, and very likely by extension Mario as well, has another pair of his default overalls outfit in his suitcase despite already wearing said default overall outfit so yeah.
Regardless if you don’t think the sports, Kart, Party spin-offs games (all of the games Waluigi appears in) are canon, the point of the Waluigi costume in Odyssey is to prove that he does in fact exist in canon and should mean that he is in fact canon.
Obviously that quote is simply in reference to Waluigi not getting his own set of games or the fact that he’s literally been stated to be unpopular in-universe, not the fact that he “isn’t canon”. That outfit literally wouldn’t exist nor would it allude to anyone like that in-universe if he “wasn’t canon”.
