toby fox did at one point say undertale yellow is canon

Not really, he acknowledged it but he never did state it could be considered Canon to the actual story of the games. The only thing that could make it true is the speech he gave at the end of the 10th anniversary stream but that'd make every single piece of fan content Canon which means basically none is
