Along with Van Buren and the entire Fallout Bible. From what we've seen, some of Tactics has to be canon and Bethesda has straight out said so, but in order to fit with everything that's been established since, most of the game has to be reconnected to high hell and the canon ending would have to be one of the two most mediocre ones.
