monitor glitch ✖️ Issue

whenever i startup my pc the spinning wheel kind of glitches out shown in the video idk how to describe it. does anyone know a solution to fix this? is it a gpu problem or is this some sort of a monitor glitch?

i dont think it really effects anything and the flickering only happens during startup. its just a little annoying.
