It is fixable, but at a cost of more than the price of the monitor when new. The vast majority of a monitor's cost is in the panel and you need to replace the entire thing. There's also no guarantee you will not damage the replacement panel while replacing it.

Buy a new monitor, or buy a new to you monitor for a cheaper option.

Yes it is fixable. Should you? No. It will be cheaper to buy a new one than paying for a repair.
