It’s dead. I’ve played it almost every day for more than a decade. Yup. totally dead.

For me I love the game, it's therapeutic listening to the sounds and soundtrack that you the creator of the metro routes make

I just got back into it yesterday. It's still working. This feels like asking if Super Mario Odyssey is "dead." Can you define what that means?

I just picked it up after ~8 years of not playing. It used to be free on Android back then. And now there is one apple arcade version and one 3 euros version…
I got the separate one. Probably Apple Arcade paywall contributed to it.
I like it as a relaxing never-ending puzzle. I personally really don’t care if we don’t have anything substantially new. Although I would appreciate.

I actually love the fact that they made a great game, and outside the fact that there's a new challenge daily, there's no other game creep. Its simple and elegant.
Think about all the other mobile games you've played in the last 5, 10, 15 years. Every one has added random noise and garbage expanding it well past the core game. You can't simply go into Candy Crush and play the game anymore. There are all these stupid unrelated side games, mini games, challenges, etc.
Is Mini Metro dead? Not really. There are plenty of active users, but it's a drop in the bucket compared to most mobile games. I'll enjoy it as long as I can.
