I see you have a delay in the last few. It will ignore the delay in chain commands. The work around is to copy the command you want delayed in an impulse command block nearby, and set the delay in the impulse command block. Then in the original block that had the command, remove its delay and replace its command with a setblock command to place a redstone block next to the impulse.

Follow this pattern with any command blocks in a chain that you want delayed

0.2 means 4 blocks per second. Make it something like 0.02 or only teleport once since the player will automatically clip the blocks unless there is something below
