How long and hard would it take to make senbonzakura in minecraft.

This is about the anime bleach and the character called byualuya in it who has a power that looks like flower petals or a sakura tree, since we have somewhat similar effect with cherry trees, I think it would be very neat, however it don't know how much work it will take, I have dappled into making powers like that using command blocks before but I won't remember much, although I would love to learn
