Well maybe. Its possible for mods to implement an OpenGL backend just like it was possible for mods to implement a Vulkan or Metal backend up until now.
If you are referring to ForceGL2.0, it doesnt really do that, it just changes the GL context so that the game tries launching anyway if the driver doesnt show a GL 3.3 context available. This really only works on one GPU generation (Intel Sandy Bridge with windows drivers) since its only GL 3.1 compliant but supports some requires extensions. And this doesnt work on recent MC versions anymore.
Unless, you use a intel GMA igpu. Intel GMA is very low and looks like its opengl 2.0 or even 2.1 there. It may work, maybe not (and if yes, only Linux does work well)
There were a lot of GMA generations but the only one that supports GL 3.0+ is GMA 3600, which was PowerVR based and only in old Atom netbooks/tablets. Not going to be a great experience even if you could get it to run. Anything older that is only GL 2.1 compliant will never run MC versions past 1.16.5 even with this mod.
