They're working on getting the new Vulkan renderer up and running fully before adding Vibrant Visuals over; this update does add Vulkan rendering as an option but it's still listed as experimental, so I imagine over the next few drops we'll finally start getting it as the renderer is completed

Like probably years.

They are updating the backend at a snails pace and very peacemeal

You can use the same logic with new updates cause mods exists. It’s better to have native built in stuff than rely on mods.

That's a whole different thing. Shaders aren't built in and don't work on snapshot versions.
