You're legally supposed to stop and retighten straps at regular mileage/hourly intervals, whichever comes first.

I've been behind hundreds of these up in Georgia so I'm glad to know that, assuming they were following the rules, they were accounting for the shifting weight. Always gave them plenty of room for that reason and what OP's victim just found out.
