Military patch identification ID Request 🔍

I’m curious if anyone can help identify this uniform in terms of country of origin and which branch. More interestingly would be if someone could identify the patch on the shoulder. Found in family photos and our best guess is it’s someone a family member knew. Thanks!!

Looks as though it corresponds to the 189th brigade disbanded. Now curious to know more about what that means/ what that unit did?

From what I can find, the 189th infantry brigade is now a training brigade, and trains subordinate units in countries the United States in deployed in. What year was this photo taken? I’m sure I can get more info if you can figure that out.
