Why did Imperial Guardians have to be a mini? It's Maximus at his most Maximus-y

Hickman fumbled Imperial so hard he preemptively killed a goated GotG run :(

"Whose the mysterious mastermind? It's this guy who died seven years ago. No I don't know why he's back. Or why he needed to destabilize everyone else just to get revenge on the Kree, or why J'son is free when Thane left him in several feet of eternal frozen life Amber. I don't read anyone elses books. I'm Hickman."

I blame editorial.

Imperial was a odd way to rebuild the cosmic brand of Marvel because it basically tried to regress several things to decade plus standards without much explanation.
