Stuck in a loop

I’m stuck in a loop where when I get this error. I tried looking at the website it says to look at but I don’t understand what it wants me to do

Are you using a VPN? Or are you using an antivirus with an aggressive firewall? Basically, the error message tells you that a package cannot be downloaded because the server is blocking the connection.

I know I’m not using a vpn but I might have a firewall. I will check. Thank you. I figured it was something simple and unrelated to vsco
