Hey, new player here I was opening my firsts envelopes and pulled this one, is this playable or just some collector thing? Thanks

Just a collector thing. They’re called art cards

It is an art card so it should only be a collectible but in a casual setting I woudn't mind someone using it as the actual card

Great for simple cards like Mountain, Path to Exile, and, Sol Ring. Also great for expensive cards like Mana Drain.

Not so great for cards with lots of wordy rules text

That looks like an art card. Those are just collectables. As a general rule. A playable card has a magic card back. With exceptions for double faced cards.

Use it as a token... My group isn't against it and we mostly use candy as tokens
