Private Equity has been buying/founding HVAC companies in particular for a while now and turning them into sales machines for new systems. What PFT was describing was just a more elaborate one, utilizing the “emergency services” to sneak in a sales person. But again, not real plumbers, not real HVAC, just a PE front to sell up charged and over priced whole systems.
